Fledging or molting?

Some penguins appear to be molting. For example, the two penguins in the centre of this image. I'm guessing these are nearly grown chicks that are fledging, losing the last of their baby feathers. But I think adults molt as well. Should I mark penguins like this as chicks, or adults?

The photo is from March when they become adults so I would mark these as adults.
