I wonder if the chicks which lie on the snow could be dead?

No. All of these Chinstrap penguins, chicks as well as adults, are toasty warm. I expect they are hungry, since they seem to still be moulting and can't go fishing until the waterproof feathers finish growing in. Their own body insulation is made for this weather, and the snow adds insulation. They are more uncomfortable from the heat of summer than the cold of winter.
