Are brown-skinned furry penguins considered chicks? They look almost the same size as adults

These are King Penguins. Some are nearly adults and may moult soon. They will loose their brown feathers to become grey, white, and yellow. Some are about half grown. It takes 18 months for these penguins to grow up fully.
I marked two chicks from the picture. 'A' is about half way to being grown up. 'B' is almost ready to moult into its adult feathers.
