I think that this is what has happened already. But the key problem is how do you force people to keep the rule, who dont want to keep rules

To be honest, I'm not sure how much serious the problem is.I read that presence of humans helps to protect penguins from predator attacks

but it can disturb them while nesting too.I'd say that among other things this project could help to figure out how much it affects penguins
